MOORING MASTER
General Responsibilities
- Mooring Master shall ensure that operation is executed in accordance with international marine rules, OCIMF recommendations, local Government rules and good seamanship;
- Ensure that all required permits has been obtained, allowing mooring tanker, connecting export hose, commencing of loading and completion of loading;
- Technical acceptance of export tanker for liftings;
- Assessment of export tankers;
- Assessment of tug boats and other boats assisting during lifting;
- Evaluation of lifting criteria and assessment of conditions;
- Final decision concerning berthing and unberthing export tanker;
- Shall ensure the operation is planned and executed with good seamanship and in accordance with approved work procedures;
- Ensure that mooring system and export hose areas are to required standard and in good condition
Special Responsibilities
- Establish with his assistant 24 hrs watch on export tanker bridge, monitoring loading operation, weather condition, handling tugs or other boats involved, monitoring mooring hawser tension and configuration, cargo loading rate and loading performance;
- Handling routine terminal documents including, check list, statement of facts, pilot certificate, issue Letter of Protest on behalf of terminal, signing tanker SOF and LOP for receipt only or ensure that they are properly signed by his assistant;
- Mooring Master should not sign any documents related to cargo quantity or quality, except LOP;
Ensure that sufficient assistance is given to export tanker crew required for safe and effective handling of export hose and tug boat tow lines; - Inspect export tanker mooring arrangements to be sure that it is in accordance with required standards;
- Ensure proper communication, including emergency communication between FPSO (terminal), export tanker and tug boats;
- Be familiar with the terminal Permit to Work System;
- Organize safety briefing with export tanker’s Master and Chief Officer prior loading operation;
- Organize start up of loading operation and monitoring operation until loading is completed and cargo valves secured;
- Ensure that before disembarking export tanker, Master has obtained all necessary information required for navigation in vicinity of the terminal.
Mooring Master Qualification
- Hold valid Class 1 Master Mariner Certificate
- Hold valid Tankerman Highest Grade Certificate
- Hold valid Mooring Master Certificate
- Have in-depth tanker background in senior position
